Here are the highlights of the Annual conference of officials in charge of central and devolved services extended to institutions under the supervision of MINAS held in Yaounde, February 27,

2023                       

To update the contribution of the Ministry of Social Affairs in the inclusive development process using the participatory approach;  to carry  out a critical evaluation of social action in the fight against social exclusion during the year 2022; to share the main orientations concerning the implementation of programmes; to plan the actions of the ministry and the execution of the budget in the year 2023 and to spread information from the Head of State which is to continue with the implementation of the social policy that is social inclusion, to social workers, in a specific manner are the objectives of the Annual conference of officials in charge of central and devolved services extended to institutions under the supervision of MINAS organised on the theme: «Inclusive development and the management of social vulnerablilities: Stakes, challenges and perspectives»

One of the innovations of this edition is general discussion that shall enable the evaluation of social action within the ten regions of Cameroon, with special attention to activities and projects concerning the fight against social exclusion. 

The year 2023 is to provide appropriate answersto the specific vulnerabilities of individuals, groups and communities via an inclusive environment. The vulnerable social groups are to be actors and beneficiaries of inclusive development henceforth. The priority axes have been spelt out in the National Development Strategy (SND 30). Our challenge is to build their capacities; provide them with various support to succeed in adapting in the society and to enable them their social inclusion. 

In her speech, the Minister gave a brief of the meeting she attended in New-York from 6th to 15th February 2023 during the 61st session of the United Nations Commission for Social Development. Where, she stated the efforts of the government in favour of full-employment and decent work as tools for the reduction of poverty and inequalities. These were possible via diverse vocational training, capacity building and the use of High Intensity of Labour Force (HIMO) approach that targets vulnerable individuals and groups in carrying out community projects as well as in implementing socio-economic integration and professional re-integration specific programmes for vulnerable groups. Pauline Irene Nguene seized this occasion to highlight that the Government of Cameroon is constantly working to ensure that no one is left behind particularly groups with specific needs within the framework of implementation of the sustainable and inclusive development goals set out by the NDS 30.

At the national level, the Minister stated the commitment of the President of the Republic, Paul Biya, at the occasion of the 2022 end of year and 2023 new year message to the nation in which he declared amongst others that « … our social inclusion policy shall continue through a better distribution of the fruits of economic growth. As such, social safety net programmes that target the underprivileged groups shall be extended to a greater number of beneficiaries in the ten regions ».

When the Minister Pauline Irene Nguene opened the Annual Conference of Officials in charge of Central and Decentralised Services, she exhorted every participant to take active part in the works by providing his or her experience, expertise to the discussions that are going to be rich and fruitful as provided for within the thematic sessions as well as within the technical phase.
